分析：本句的结构较为复杂,主干为…the report calls for increased investment in research, the crafting of coherent curricula…，increased funding for teachers and the encouragement of scholars…，同一个主语和谓语带四个并列的宾语。To encourage innovation and competition做目的状语，主语是the report ，谓语是calls for。
